Punjab Setting Another Bench Mark For Others To Follow

Punjab Setting Another Bench Mark For others To Follow

All Provincial Governments presented their Budgets excluding Baluchistan which is about to present it in a day or two. Punjab Budget was stamped with trademark Shahbaz Sharif signature on it, continuing its policies which he pursued in his last tenure, humongous developmental budget of 290 billion rupees, huge allocation to Education of 230 billion plus and 82 billion allocated to Health, Southern Punjab getting a whopping 93 billion rupees in development budget. A continued austerity drive which was initiated few years back, pledge to end "Patwar Culture" by 2014... system has already been functioning in 13 Punjab Districts in their previous rule, a renowned commitment to end "Thana Culture" which seems the only failure of previous Shahbaz Government, starting Metro in Multan, Pindi and Faislabad. Shahbaz Sharif trade mark schemes continuing to get more funds.

Pujab And KPK Governments clearly have shown intent and willingness to change the lives of the people of their respective Provinces, Punjab allocating huge funds to infrastructure, health and education, thus enhancing the capability of their Province which is already miles ahead of others. I think for their effort and dedication in  last five years of their rule in Punjab they have been rewarded  by people of Punjab, giving them overwhelming majority in the Province and Simple majority in the Centre. As far as KPK is concerned, one must appreciate their Budget as well,  clear direction, road map defined and  targets outlined for their rule in the Province. A remarkable austerity drive has been started which must be very new and alien to KPK, Punjab has been witnessing this drive for last five years of SS rule. Allocating major chunk to Health and Education as promised in "PTI Manifesto", 66.5 billion to Education that is 19% of total Budget, 22.6 billion to Health which is indeed unprecedented and appreciable fact. Third thing which I believe PTI led KPK Government has done,  allocating funds and shifting their focus to energy crisis, will and commitment to start small hydro projects. A commitment to eliminate "Patwari and Thana" culture will take years but definitely a commitment in right direction.  As far as Sindh is concerned, the same old tactics of discretionary funds for Chief Executive and MPA's continue, no set targets and goals identified, infect incompetent Qaim Ali Shah taking credit for winning GE in Sindh??.

After listening closely to three Budgets, one finds it amazing that KPK and Sindh kept on repeating that it is a tax free budget, no new taxes have been imposed on people of their Provinces who can afford and belong to privilege class and totally relying on NFC award hence money coming from divisible pool which definitely has  increased handsomely after 18th amendment, a credit and landmark achievement of previous Government and definitely Zardari Regime must be credited for this historic turn of events. After 18th amendment the responsibility of Provinces has increased many folds, many departments have been transferred to the provinces under the amendment, at the same time provinces can implement their own taxes and increase their revenue hence expanding the scope of their social net for the poors but ironically, a tax free budget  in two provinces but rich and feudal spared.

It is even more distracting and agonising to see that PTI leading the collision Government in KPK, criticising Federal Government daily on talk shows that Federal Government has failed to tax the Rich and hence broaden the tax base but many disagree as well because Federal Government has taken some appreciable steps to document the economy but yes lot more needs to be done. We all know that Agricultural and property tax strictly fall under Provisional domain but alas PTI failed on their pre election commitments of broadening the tax base. The Social Media was bombarded with news that PTI Education Budget increased by 600%, some said 1100%, okay even we agree to that the Question arises what is the Provincial Government contribution to that if it had not been that revised NFC award??. People of Pakistan expected a 360 degree change from PTI who been very vocal about tax reforms but unfortunately when they got the chance their claims have fallen short and proving mere rhetoric they need to take immediate action regarding tax reforms otherwise dream of "Naya Pakistan" will be a difficult task . Similarly Sindh Government where MQM was very vocal and advocate of Agriculture tax, has announced a referendum, asking its voters whether they should join  the Government or not, I was thinking and hoping a stand from MQM on this taxation issue but unfortunately they are doing what they have been  doing best for the last 25 years, that is how to be part of ruling party.

Now come to Punjab Government, getting a massive 702 billion rupees from Federal Government but has set an ambitious revenue target of 169 billion rupees. (tax plus other sources) SS has taken a first step of broadening the tax base in Punjab, introduced new taxes and importantly taxing rich. Introduced three different tax slabs for 2-4, 4-8 and 8 canal plus houses taxing 5, 10 and 15 lac rupees respectively and naming it as "Luxury Tax", has introduced capital gains tax on property and introducing different slabs as well that is 1, 2, 3, 4 and 5 years property sales will be taxed 5, 4, 3, 2 and 1% of their gain on property,  finally has revamped already imposed Agricultural tax in Punjab, showing willingness and commitment to tax rich and feudal, increasing revenue target from 1 billion rupees to a 2 billion plus. Don't forget that Punjab Government introduced Farm Levy previous year, these taxes are very important, looked very uphill and daunting task to collect money initially but with time and with each passing year they kept on growing and more and more people kept coming in tax net, revenue kept on growing, giving immense space for social sector development. An ambitious target of 169 billion  against 120 billion rupees in previous year. Other Provinces must take a leaf out of Punjab Government book, tax rich, start broadening tax base, generate their own resources, in addition to NFC. Punjab is galloping ahead of other Provinces as the gap is increasing day by day, actually annoying people of other provinces, creating a sense of deprivation, unfortunately it is their rulers to blame whom they vote for, they must  also be held accountable . Having said all this, there is no doubt in my mind  that Punjab has to do a lot more and its a hurricane task to broaden tax base, few measures are not enough, it needs a dedicated and committed effort in the coming years.

Summing it up Punjab has  focused on developing huge infrastructure, health, education, reforming institutions and importantly generating their own revenues in addition to huge NFC share. KPK has finally been  given a chance of presenting  a visionary Budget  focusing Health and Education with their limited resources but unfortunately little effort has been made  for their own resource mobilisation but one  hopes that  in coming years, greater effort in this direction will be witnessed. Sindh, unfortunately lacked the vision and will to reform their institutions. Pakistan definitely on right path with a sense of competition among parties with realisation  that time is running out for them and unfortunately for Pakistan economy as well, what is disheartening and pathetic is the attitude of Sindh Rulers, still involved in same old corrupt practises of Power sharing talks and formula's.

Baluch Movement Not An Ideology Anymore ??

Baluch Movement Not An Ideology Anymore??

Heart wrenching and soul tearing incidence in "Ziarat", where insurgents coming down from their hideouts at hill tops and burning to ashes the "National Heritage",  Jinnah's House in Ziarat. Some may argue that in terms of life and money, it was not a bigger a loss but it was very symbolic when it comes to scaring The Soul of the Nation. It was a very clear message from insurgents "BLA"  that they wouldn't settle for any thing less than a freedom and land of their own, targeting "Jinnah's Residence" was a clear message that doors of negotiations are closed or may be they are taking very rigid and stubborn position and want negotiations if there were any, on their own terms and conditions.

In Baluch History there were three insurgencies before this post 2004 , 1942,  Sixties and in Seventies during "Bhutto's Era", so they always remained at odd with the state and fighting for their independence and rights. But the difference between this Movement and previous one is that this one is marred by target killings, kidnappings for ransom, eliminating settlers, bhatta, foreign funding, connections with sectarian organisations etc.

We will focus on this post 2004 wave of insurgency which is threatening the very existence of Pakistan. It all started in Dictator Mushraf era and fuelled by killing of  "Nawab Akber Bughti", who remained at odd with State but never in his life raised the slogan of "Independent Baluchistan", but rather believed in Baluch Rights through democratic struggle.

Lets be fair with previous Zardari regime who tried to settle Baluch issue, Zardari being President Of Pakistan and symbolic Head Of Armed Forces, publicly apologised to Baluch people, assured them of help and support from Federation, announced a Baluchistan package  but unfortunately all his efforts went in vain due to corrupt regime brought in by engineered GE in 2007. Same old corrupt Sardars and Establishment puppets were brought to power corridors, 130 billion rupees funds were given to Baluchistan plus  Baluchistan package,  infect per capita spending on Baluchistan people is higher than rest of Pakistan but unfortunately corrupt mafia looted their resources, crimes of heinous nature like target killings, extortion's, dacoities etc went skyrocketing under the umbrella and political patronisation of sitting provisional Governments. Missing persons issue couldn't be solved by Federal and Provisional Governments, may be because they were head to toe involved in corrupt practises, couldn't dare to ask Questions from mighty bosses so Baluch issue kept lingering on and became complicated .

2013 GE brought a rekindled hope and wiggle that now is the time that this burning issue will be taken head on and solved by the coming Government. A Middle Class Baluch Dr Abdul Malik reached the power corridors for first time in about 400 years of Baluch History, when a non sardar was elected Chief Executive of Baluchistan. Dr Abdul Malik possess an impeccable repute of honesty, educationist, known for democratic struggle and strong believer that Good Governance will automatically solve 50-60% of Baluch problems immediately. He has laid down his priorities very clearly, like  missing persons, good governance and talks with annoyed Baluch rebels sitting on hill tops.

Now question arises when Baluchistan after years of struggle finally got a man as Chief  Executive they were hoping for decades why on earth they would hit out at the very ideology of Pakistan "National Monument" and that too Jinnah's House which runs like blood in every Pakistani??. May be the "BLA" ( Baluchistan Liberation Army)  is not an ideological band any more, taken over by opportunists and thugs, not interested in "Baluch Rights"  rather fighting a proxy war and  their ultimate goal is to destabilise Pakistan, in the mean time the real Baluch Hero's and hundreds of missing persons have been ignored, destroying their own image, credibility of their movement in Pakistan and importantly in the eyes of Pakistani people when they saw the live images of Jinnah Residence being burned down to ashes, actually I think with this act of theirs they have reached the pinnacle because people of Pakistan forgot all those Pakistanis targeted in last few years but this incidence bruised the soul and will definitely leave a deep scar in memory lanes.

Now the pressure is mounting both on Provisional and Federal Government to act against these insurgents and eliminate them at any cost. But issue is not so simple at all, first of all both the Provisional and Federal Governments needs to isolate these criminal elements from the real Baluch Rights activists. Secondly these criminal organisations have got close relations with each other like BLA, TTP, LEJ etc because on the same day LEJ carried out massive terrorist activity, killing College girls, DCO Quetta, FC Personal, Nurses, Pedestrians who were caught in the cross fire. So Government needs to work on multi prong strategy and time has come to deal with these criminals with iron hands. International community giving refuge and asylum to these insurgents must be taken to task as well, countries like Dubai, Switzerland, UK etc must be talked firmly and a straight forward message be given, regarding Pakistan priorities. Similar Sectarian violence sponsored by so called brotherly Islamic countries,  candid talks  should be held and National interest must be watched rather personal relations.

Responsibility of Federal Government , as after very gracious and warm gesture by Mian Nawaz Sharif of handing over the Baluch Provisional Government to a Baluch Nationalist despite having the numbers in Assembly has increased many folds, above all ignoring a Sardar in his party has gone well with Baluch Public in General and was much appreciated across the country. Now Mian Nawaz Sharif should take this missing persons issue head on, talk to General Kiyani, Agencies that enough is enough, no more missing persons and criminals must be caught, go through proper  law procedure rather missing for years, their families must be given right of a legal battle, even if they were involved in criminal activities, due process of law should take its course and followed. Immediate necessary amendments in constitution to tackle these terrorists and a counter terrorism force should be organised to counter their criminal activities, both USA post 9/11 ans UK post 7/9 established well organised and well equipped counter terrorism units. It seems Federal Government interested in talks with these organisations yes talks must be held and should be carried on but Government must  remember talks from a position of a weakness wouldn't be successful rather give time to these criminals elements to gain strength.

Finally Baluch must be talked that if these western countries can solve their issues then countries like Iraq, Libya, Afghanistan etc should have enlisted themselves in the list of prosperous Nations rather still be struggling to cope with internal rifts, sectarian violence, bomb blasts, decaying infrastructure, struggling economies, power struggle etc. Secondly it is almost impossible for Western or for that matter any other Nation to help them get their freedom from Nuclear Armed Pakistan. Only way forward is that these "Sardars" get their house in order, leave their luxurious lives in Western World, come back to Pakistan to lead a peaceful democratic and rightful struggle of theirs. They must immediately disassociates themselves from Western Powers and their proxies in Pakistan. They should immediately identify the criminal elements within their ranks involved in target killings, kidnappings for ransom, smuggling, dacoities etc. They must immediately abandoned the support of banned organisations in Baluchistan. They will find whole Pakistan Nation standing besides them as Federal Government has already shown their willingness to address the Baluch issue by handing over Provisional Government to a Middle Class Baluch National, if now "Sardars" wouldn't sort out their differences, get rid of internal rifts and above all wouldn't let a middle class Baluch rule  Baluchistan, then they themselves are to be blamed, they wouldn't be able to target Punjab and agencies because both  are willing to co-operate, bury the hatchet, move forward to a Better, Stable Baluchistan, ruled and Governed by Baluch people.

It is time to act quickly as opposition is hell bent, not giving any honey moon period to PML(N). We people are hooked to easy life like narcotics and not willing to mend our ways, always looking for miracles.

Budget 2013: Testing Times And Desperate Measures

Budget 2013: Testing Times And Desperate Measures

Federal Budget has been unveiled by new Governments Finance Minister Ishaq Dar, many promises and pledges were being made and many commitments to revamp ailing economy which was left in shambles by previous rulers. It was a difficult task to prepare budget under such circumstances when total debt reaching historic highs and budget deficit to unprecedented levels.

Ishaq Dar did an incredible job by preparing Budget in less than a week, working day in and day out, conducting hectic meetings and finally coming up with Budget Document. It is clear from Budget document that it is a growth driven budget, total focus has been to cut the expenditure side of the Budget and kick start the economy by spending huge 1.15 trillion rupees on developmental side. Reducing Cooperate tax gradually to 30% from current 35% is part of that, because businessman sitting on huge funds and were waiting for right moment to invest their savings,  hardly have  been provided with any opportunity to invest in last five years. Investing heavily on development side would definitely create huge number of jobs both in private and Government sector as Government has already announced that they wouldn't be investing in  any bankrupted public entities in coming months and years so it was very important to kick start the economy to create job and achieve GDP target of 7% in medium term Government Goal. Stock Market sentiments touched  new highs, as close to 550 million dollars foreign investment was  witnessed in Pakistani Stocks, an incredible increase of stock prices  to the tune of 8 billion dollar plus was  witnessed post 11th May. Investors had in mind the track record of previous PMLN Governments and their deliverance on economic front boasted positive sentiments.

We have seen in last decade or so that every coming Government rely heavily on huge discretionary funds to fulfil their hidden agendas and at the same time the funds allocated to Executive sky rocketed with every passing day. This Government has taken a huge initiative to abolish all discretionary and secret funds of all Ministries saving over 40 billion rupees in 2013-14 Budget alone. Expenditure cut of 30% on non-developmental budget, Prime Minister voluntarily slashing his Budget by 45% and abolished all his discretionary funds. Yes all these measures look symbolic in a 3.9 trillion rupees Budget but unfortunately for  society and for Pakistan Government they are very new and a breath of fresh air.

The thing which need to be admired and appreciated about this Budget is that Government is showing will to revamp bleeding public sector entities which have become monsters and eating away hard earned tax payers money, close to 400-500 billion rupees are spent in these organisations due to misgoverning and corruption. Finance Minister's promise to settle circular debt of 500 billion rupees and bring in institutional mechanism in WAPDA so that this menace of circular debt is dealt once for all. Prime Minister is about to announce "Comprehensive Energy Policy" in a few days, where he will take the  Nation into confidence regarding Energy  and steps taken by Government to tackle this crisis. I think, Government needs to take care of when they rationalise energy tariff, they must protect  consumer who use 100-200 units, for them Tariff should  be unchanged or rather needs to be down graded. Similarly, pledge to reorganise other entities like Railway, PIA, Pakistan Steel, PSO, OGRA etc. needs to be revamped on war footings as Government has already disclosed their plan of Independent Board Of Governors and Executive from Private Sector selected on merit. This exercise was very successful in PMLN previous Government when all Banks were revamped and privatised, now banking sector has become the backbone of Pakistan Financial Sector. If PMLN is  able to achieve this,  will go down in history as one of the success story  and they will definitely be remembered by future generations.
There is heavy criticism of PMLN for raising GST and at the same time not raising the pay of salaried class but above all taxing the same group of people paying taxes for decades. As far as first part of criticism is concerned I completely endorse the notion that GST being an indirect tax and has always been passed on to the consumers, 1% raise mean 25-26 billion rupees but Finance Minister clarifying that its not applicable to consumer goods  but raising GST is never a good idea in a country where inflation already has become a headache. Similarly salaried class can easily be accommodated by slashing the "BISP", which has  ballooned  to 75 billion rupees from 40 billion . As far as burdening the salaried class is concerned, I think there is an obvious effort to tax richer and protect poor that is why this new method has been introduced to tax them, interesting as explained by our honourable Finance Minister that only close to 4200 people are effected who fall in 7 million plus bracket but hue and cry in Social Media has been raised giving the impression that  millions have been taxed in this non tax paying country!!.

There is a visible effort to broaden the tax base by introducing many new taxes, which are small but definitely a new beginning by this Government and an effort to document economy to some extent, close to 202 billion rupees will be collected by these measures. Many new avenues tapped in by this Government, like people paying huge tuition fees for their children but never bothered to pay their taxes, people spending huge on marriages and other functions but unfortunately don't have NTN number, retailers earning millions but their contribution to  tax net is dismal, even Federal Government has tried to tax Agricultural Income, now they have to deposit certificate in FBR that their Agricultural income has been taxed in Provinces before getting exemptions from Federal Government, similarly housing sector has been brought into tax net so many measures which look small but remember when PMLN first introduced GST in nineties it started off slowly but now has become the backbone of tax net. Main focus of this Government seems to be to plug in all loop holes which many take advantage to evade taxes with the help of black sheep's in "FBR". But what is heartening to see is the resolve and will of this Government to revamp "FBR" and make it an autonomous body and corruption free, reports suggest close to 1 trillion rupees corruption happening in this organisation  annually. FBR  has already identified the potential tax payers, Government will and intentions will be closely watched and monitored by Independent Media and Economists. Government has announced to bring half a million potential tax payers in tax net which can really boast the final tax numbers.

Summing it up, it was a difficult budget presented in testing times, focus was to promote growth and at the same time  reduce the expenditures, a visible effort to start an era of documented economy, testing times for consumers but Government tried to protect life line consumers through humongous revamped "BISP" and a comprehensive Prime Minister Package announced for youth. Government must increase pays of low income salaried class and revise its decision on GST raise because it doesn't send a good signal when you are trying to broaden the tax base.

Prime Minister Nawaz Sharif: Example Is Leadership

Prime Minister Nawaz Sharif: Example Is Leadership

Clearly, people of Pakistan made their choice on 11th of May 2013 to choose between "Change" and "Experience", and they very wisely and shrewdly went for experience. As a result MNS was sworn in as "Prime Minister Of Pakistan" record 3rd time on 5th of June 2013. Now the mood in the country is Rosy and people buoyant with this PMLN victory, expecting an over night turn around and miracles. It was expected from them as they have gone through the worst night mare in last five years, with rising inflation, long ques at Gas Station's, power break downs, decaying economy, no job opportunities, terrorism, target killings, Bhatta, Drones, corruption, nepotism and what not. Nawaz Sharif has fuelled their expectations during his Election Campaign, promises of Motor Ways, Bullet Train, Metro in Karachi, reviving economy, get rid of power outages in shortest possible time, corruption free Government and countless more promises. Now lets be fair to the people of Pakistan and Nawaz Sharif as well and dig out what Nawaz Sharif as Prime Minister can achieve and can he satisfy those 18 crore people pinning their hopes on his leadership and foresight.

Nawaz Sharif even before sworning in as Prime Minster of Pakistan done few things, which has raised the bar and anticipation in his Government. 1) PMLN won GE on 11 May and Nawaz Sharif sworn in on 5th June, during that period PMLN has gone through hectic consultations and long debates, how to run their Government and getting rid of this Power Crisis menace. Hardly any day passed where we haven't witnessed tiring sessions and meetings regarding PMLN future priorities. So it was very clear on their part and strong realisation as well, people of Pakistan's optimism in their abilities. 2) PMLN had clear opportunity to form Government in KPK, where their staunch rival Imran Khan emerged as front runner and won more seats than any other party but PMLN opted out of this dirty game of the past rulers and gave PTI chance to form its Government despite not having the clear majority. 3) PMLN despite having a majority in Baluchistan and emerging as largest party there but still sacrificing their right to Lead the collision and giving CM Ship to and Governor Ship to Bloch's and Pashtoon Nationals, which is historic indeed but if you look into Baluchistan history and previous PMLN Governments, Nawaz Sharif always enjoys a cordial relations with Baluch Leaders, as in past Bughtis and Mengals ruled while PMLN in Federal Government. So whats different this time, Nawaz Sharif went a step further and gave CM Ship to a Middle Class "Dr Abdul Malik", who believes in political and democratic struggle. A human right activist and Educationist, very vocal on missing person's issue. Just recently out lined his priorities, in which getting rid of corruption, missing persons and Good Governance are the key elements. Good thing to hear from "Dr Abdul Malik", when he was asked in an Interview about missing persons issue, his response was that he got an assurance from Nawaz Sharif and Mian Sahib told him that he is even more concerned by missing persons and saddened by the miseries of their families. 4) Finally Mian Nawaz Sharif already out lined his priorities and selected his key cabinet ministers, which fortunately are those with great reputation and no corruption charges, this pre-sworn in exercise has definitely raised the expectations and faith on  Nawaz Sharif Government. Similarly selection of Bureaucrats taking a long and honest consideration as well, so no merit is violated and best man gets the job.

Prime Minister Nawaz Government is off to a very promising start, first few days are showing lot of maturity and promise. Small sized Cabinet chosen filled with loads of experience and hardly any face which can be debated and fingers can be raised regarding any corruption in the past. Loyalist taking the Centre stage but few which also served under Mushraf regime were able to hold on to key positions, likes of Zahid Hamid, Sikander Boson, Sardar Yousaf, Amir Muqam etc, which indeed an injustice to the PMLN loyalist who faced the brunt of Dictators wrath and these opportunists have found a way to power corridors again. Honourable Ministers have already taken charge of their offices and PMLN Government is all set to float their plans and implementation of their promised agenda. Similarly appointments on key positions like DG IB and Attorney General Pakistan going to "Aftab Sultan" and "Munir A Malik", both very honourable and men of highest integrity, other names floating regarding different portfolio's look very impressive indeed. Another appreciable thing PM Nawaz Sharif done was fulfilling his promise of limiting his protocol to minimum, his visit to Lahore saw no road blocks and smooth sailing of traffic, which indeed is symbolic but very necessary because thousands get stuck in traffic during VVIP movements.

Now lets find out the challenges and threats faced by the newly sworn in PM Nawaz Sharif. Challenges faced by PM Nawaz Sharif are melting down of economy and terrorism. Actually I am a firm believer that Nawaz Sharif and his experienced team being at helm of affairs twice in nineties, during second tenure faced International Sanctions after Atomic Blasts but still managed to kick start the ruined economy handed over to them by their predecessors. Yes Pakistan is facing huge liabilities of 1500 trillion rupees, Foreign investment at its lowest of 500 million dollars, Public Sector Enterprises bleeding a massive 400-500 billion rupees annually, Daily corruption of 7-8 billion rupees as reported by Transparency International Pakistan, 12 to 15 hours of Power Shut Downs, Businesses shifting to other countries, Small and Medium businesses almost close to a halt, Faislabad Textile Sector facing sever gas shortages and massive job loss in Pakistan Business Hub, Billions and Billions of pending corruption cases in NAB and Courts, infect Economy is in tatters but Nawaz Sharif and his Team resolve and commitment to solve these issues have already started to make an impact and feel good factor among traders and investors, as stock market of Pakistan has become one of the best performing markets in Asia last month. Yes the task seems daunting and humongous but resolve seems very encouraging as well,  Mian Nawaz Sharif is about to announce his 100 day short term plan, medium term and long term plan. Energy Conference very next day after Nawaz Sharif sworn in as PM, clearly shows that he realises the impact of power crisis ( 1 to 2% of GDP annually) on economy and Social cost of it , so I think people of Pakistan shall witness a clear change in priorities and style of Governance in coming days.

The real threat and challenge Nawaz Sharif is going to face is terrorism and "Civil Military Relationship" these are closely associated issues. As we know the history, Mian Nawaz Sharif always remained at odds with Military Leadership and twice his Government was sent packing in nineties because he strongly believes in Civilian Supremacy. But he had his fair share of mistakes in past when a junior General was preferred over Seniors and later the same General snubbed Mian NS Government in nineties and Marshall  law was imposed in oct 1999, Mian NS needs to learn from his previous mistakes and must realise  that in third world countries, Military Leadership remains powerful , strong  economics and good governance on part of civilian leadership make it stronger as was the case of "Turkish PM Tayyab Erdgaon". Pakistan Civil and Military Leadership need to take a fresh start and bury the hatchet as terrorism and separatist movement in Baluchistan  are making this country internally very weak and pushing it towards a  failed state. Mian NS needs to address the concerns of Military Leadership regarding his policy on terrorism and initiatives on peace talk. He needs to realise Pakistan has suffered 50,000 plus  civilian and military  causlities and thousands are suffering after losing their loved and dear ones. Yes Economic cost was huge, Pakistan suffered a 100 billion dollar lose and  disintegrating social fibre as well but negotiations from a position of weakness wouldn't be a wise move, as these elements are publicly disowning Pakistan as a Democratic State. At the same time Pakistan need to convince International Community on Drones but unfortunately we must and have to admit this bitter reality that most big guns of Taliban and Al Qaida were caught or Droned in our country. Military at the same time has to mend its ways and stop meddling in political affairs and strictly restrict them to their assigned role defined by constitution. Let the civilian take the centre stage regarding Baluchistan and terrorism but at the same time, give their positive input to the Executive. Both Civilian and Military Leadership must immediately sit together to chalk out "The Counter Terrorism Strategy" of our own. Military Leadership should take a lead and help Civilian Leadership to settle the agonising and painful issue of missing persons in Baluchistan and even in other parts of the country. This feeling that agencies don't listen to anyone and are not answerable to anyone, is badly hurting Pakistan Military Image publicly. As "Nelson Mandela" once quoted, its better to lead from behind and to put others in front, especially when you celebrate victory when nice things occur. You take the front line when there is danger. Then people will appreciate your leadership".

Finally bitter history between Mian NS previous Governments is that they always remained at logger head with Media and Judiciary, one way or the other tried to rein  their powers and clip their wings. PM Nawaz Sharif must realise that in last decade or so, Media suddenly has become very powerful and independent, definitely a pillar in state organs. Just imagine in nineties it was all powerful Print Media to handle but in 2013,  not only Electronic Media but Social Media is fast becoming a power house, so Nawaz Sharif led PMLN Government has to be very careful and should always be open to positive and constructive criticism. Similarly Media must realise its credibility is at stake, avoid undue criticism and interference in Government affairs. Judiciary an other pillar of State, has really emerged strong and powerful institute under "Iftikhar Muhammad Choudhary" as Chief Justice. It has refused to be  influenced by politicians and bureaucratic strings. The previous government always remained at logger head with judiciary due to their handling of corruption with iron hands.
Next five years is indeed a test of political acumen and clear thinking of Mian Nawaz Sharif as C.Executive of Islamic Republic Of Pakistan, because he asked for simple majority from people of Pakistan, they trusted him and voted him to power. Its up to him now,  how he handles these towering challenges faced by Pakistan, never seen in its 65 year history, as "Winston Churchill" once quoted "The Empires Of The Future Are Empires Of Minds".
